Recently, a Shanghai company submitted a recall plan to the former General Administration of Quality Supervision, Inspection and Quarantine, and took the initiative to recall a famous brand to import baby bibs. The recalled products originated in Turkey. The reason for the recall was that the color fastness to saliva of the products was unqualified, and there was a health risk of being dyed off and swallowed by the sucking of infants and young children, which was inconsistent with China’s mandatory national standards.
Because such problems are usually unable to carry out technical rectification, they will face greater economic losses if they are recalled. With the development of cross-border e-commerce and other businesses, many companies have begun to get involved in the "foreign brands" of textile and apparel imports, and relevant departments reminded importing companies to strengthen standards awareness and prevent quality trade risks.
Baby clothing color fastness special requirements
The color fastness is used to express the firm properties of textile dyes during use. Textiles with unacceptable color fastness are susceptible to discoloration when washed, perspired, or rubbed. Not only do they affect the appearance, the dyes and chemicals that are removed may also be contaminated with the skin and absorbed by the body, and may cause discomfort at the contact area. The harmful substances produced may also induce various types of lesions.
China's current mandatory national standard for textiles and clothing GB18401-2010 “National Technical Specification for Basic Safety of Textiles” classifies textiles into A, B, and C categories, in which baby textile products should meet Class A requirements, and direct contact with skin products should comply with B. Class requirements, products that are not in direct contact with skin should meet Class C requirements. The standards set indicators for water fastness, acid fastness to perspiration, color fastness to alkali perspiration, color fastness to dry rubbing, etc. for textiles of different types, among which textile products for category A infants are given full consideration for infants and young children. On the basis of living habits, there is an additional "color fastness to saliva". If the color fastness of the baby clothes is unqualified, it may result in the direct entrance of chemical substances due to the bite of the infants and endanger the health of the children.
Imported products must strictly observe safety standards
Due to different consumption habits, the quality and safety standards for textiles and apparel and other consumer goods may vary considerably among countries. For example, European clothing chemicals content is particularly concerned, but physical indicators are less involved. The United States has strict requirements on flame retardance, but formaldehyde content requirements are looser than ours. If the awareness of corporate quality standards is weak, and the mandatory safety requirements for China's textile and clothing are not known or valued, it is possible to encounter various types of quality trade risks only because of the foreign inspection reports provided by the suppliers on the procurement of imports. Therefore, related companies must change their superstition to “foreign brands” and strictly perform quality checks in accordance with the requirements of national mandatory safety standards so as to avoid subsequent economic losses such as returns, recalls, and destruction due to non-compliance of products.
Preventing security risks relies on quality awareness
At present, China has relatively complete mandatory safety standards for all types of textiles and garments. For example, conventional garments need to meet the requirements of GB18401-2010, and its contents basically cover various indicators such as chemistry and physics. The baby textile garments must also meet the requirements of the more stringent GB31701-2015 “Technical Specification for Safety of Textile Products for Infants and Children”. The standard will end on June 1, 2018 and will be fully effective. When consumers purchase imported clothing and other goods, they should raise their awareness of quality and safety, try to purchase through formal shops, shopping malls, etc., and check the information such as the tag to confirm whether the product clearly meets the relevant national standards, and prevent the purchase of label marks that are not standardized, and the work is rough. Inferior products.
To this end, relevant experts reminded the majority of importers: Before handling import operations, it is imperative to understand in detail the requirements for entry into the importing country, and establish clear standards for detection with the other party in the contract and acceptance terms to prevent subsequent disputes. For textiles, such as color fastness, pH value, formaldehyde, safety, health, and environmental protection projects, samples should be sent to professional organizations in advance to ensure compliance with mandatory standards in order to avoid major losses due to quality problems such as return shipments and destruction.
