Recently, the Shanghai Municipal Bureau of Eco-Environment issued and implemented the “Type of Projects (2019 Edition) that Shanghai does not include in the environmental impact assessment of construction projects”. More than one-fourth of Shanghai's construction projects no longer need to go through environmental impact assessment procedures.

The scope of the exempted environmental impact assessment project, which was implemented on February 22, 2019, mainly involves four types of construction projects: industrial, social services, infrastructure, and environmental protection. In terms of industry, projects with simple processes, low pollution and controllable risks are included in the exemption: First, manufacturing projects, such as equipment manufacturing involving assembly and testing. The second is traditional industrial projects, such as simple processing of textiles and clothing, food manufacturing. The third is the enterprise technology transformation project, such as the use of clean energy boilers and boiler replacement, industrial enterprise overhaul and overhaul. The fourth is the production of small agricultural and sideline products.
